摘要
在研发与科技基础设施建设等诸多科技创新领域,探索政府与社会资本合作(ppp)创新已成为一个全新的命题。鉴于相比于传统基础设施建设领域中的PPP合作,科技创新PPP合作中的利益主体关系及利益诉求更为复杂,本文从利益相关者视角分析了公私双方及相关利益主体的功能与利益诉求,并基于相互间的利益冲突揭示科技创新领域PPP合作难点所在,提出基于政府(公方)PPP遴选分类的ERBE、FSVSF模式与'契约设计+Shapley'激励模式。
In many fields of science and technology innovation,such as research and development and scientific and technological infrastructure construction,exploring the innovation of government-social capital cooperation(PPP)has become a completely new proposition.In view of the fact that the stakeholder relations and interest demands in the PPP cooperation are more complex than those in the traditional infrastructure cooperation,this paper analyzes the function and interest demands of public and private parties and related stakeholders from the perspective of stakeholders.Based on the conflicts of interest between them,this paper presents the ER BE and FS VSF models based on the selection and classification of government(public)PPP and the incentive model of'Contract Design+Shapley'.
