摘要
港英政府统治时期,香港建立并发展起以“大、高、稳、低”为主要特点的殖民地公务员体制。香港回归后,由于政治、经济、社会的转型,尤其是巨大财政赤字的压力,迫使特区政府采取一系列措施改革其公务员体制,理顺了公务员与政治的关系,有效地缓解了财政压力,但改革也受到一些因素的制约。
During its British reign,Hong Kong e stablished its civil servant system whose characteristics were big machinery,high salaries,stabi lity and less duty.After returning t o China,because of the political,economic and social transition,especially d ue to the immense pressure of fiscal deficit,Hong Kong government took a s eries of measures to reform this civil serv ant system so that the relations betw een the civil servants and the politics were straightened,the fiscal pressure was released effectively.But,at the same time,the reform was also restra ined by some factors.
