摘要
分析硬科技的概念和特征,研究西安建设"硬科技之都"的突出优势和障碍因素。指出西安要建成"硬科技之都",应紧紧抓住我国创新驱动的机遇,以制定硬科技产业发展规划为引导,科学确定硬科技产业的发展重点;以提高硬科技产业自主创新能力为重点,正确选择硬科技产业自主创新的技术路线图;以体制机制创新为保障,提高硬科技成果的本地转化率;以科技园区和西咸新区为依托,加快建设硬科技小镇和硬科技产业集群。
This paper analyzes the concept and special characteristics of hard science and technology,and studies the outstanding advantages and obstacles of the construction of'hard science and technology capital'in Xi’an,and points out that:Xi’an wants to build the capital of hard science and technology,it is necessary to seize the opportunity of innovation-driven in our country,make the hard science and technology industry development plan as the guide,scientifically determine the hard science and technology industry development focus;to focus on improving the ability of independent innovation of hard science and technology'industry,and correctly choose the technology roadmap of independent innovation of hard science and technology industry;to take the innovation of system and mechanism as the guarantee,improve the local conversion rate of hard science and technology achievement;to rely on the science and technology park and Xi Xian New Area,accelerate the construction of hard science and technology small town and'hard science and technology'industrial cluster.
