摘要
文化产业已经成为国家经济增长的战略产业,但是当前我国文化产业仍然面临创新力不足的问题。推动文化产业创新发展,应当充分辨析版权制度和政府资助两项政策工具的价值目标和功能缺陷,结合市场特征和产业现状选择合适的机制。为适应当前文化产业格局和数字技术发展,建议完善政府资助,理顺政府资助引导与版权市场运作的文化产业创新驱动模式。
Though cultural industry has become a strategic industry of national economic growth, but at present it still lacks of innovation and competitiveness. To promote the innovation of cultural industries, this paper analyzes the functional objectives and institutional defects of copyright system and government funding, and selects the appropriate mechanism according to the market characteristics and the status of the industry. Combined with the current pattern of cultural industries and the development of digital technology, the paper suggests increasing copyright protection and optimizing government funding, guiding the innovation and development of cultural industries.
