摘要
新时期,高校党校教育制度建设存在诸多困境,在高校党校制度建设中引入TQM理论,本着突出党性、立足主体性、突出系统性的构建原则,从完善制度体系、创新体制机制、构建监控体系,全面打造学习研究型、参谋智库型和阵地服务型党校。对于提升党校育人实效,充分发挥党校作用,完善基层党建具有重要借鉴。
