摘要
2018年,我国坚持稳中求进的工作总基调,以供给侧结构性改革为主线,着力打好"防范化解重大风险、精准脱贫、污染防治"三大攻坚战,国民经济运行总体平稳,稳中有进,结构不断优化,新动能加快成长,质量效益逐渐提高,预计全年经济增长6.6%。但经济运行稳中有变,变中有忧,国际政治经济环境更加严峻,中美经贸摩擦不确定性明显上升;基建投资回落过快,消费减慢,经济下行压力加大;民营企业经营困难增加,房地产泡沫较大,金融风险不断暴露;社会预期不稳,信心不强。建议把2019年的经济增长目标定为6%以上,物价控制在3%左右。要继续坚持稳中求进的工作总基调,按照高质量发展的要求,以供给侧改革为主线,着力打好三大攻坚战,着力激发微观主体的活力,继续实施积极的财政政策和稳健中性的货币政策,做好稳就业、稳金融、稳外贸、稳外资、稳投资、稳预期政策的落实,保持经济持续健康发展。
In 2018,China adhered to the general tone of steady and progressive work,taking structural reform on the supply side as the main line,focusing on three major battles:prevention and resolution of major risks,precise poverty alleviation,pollution prevention and control.The overall operation of the national economy is stable,steady and progressive,the structure is constantly optimized,new momentum is accelerating growth,quality and efficiency are improved.Annual economic growth is expected to grow by6.6%.But the economic operation is stable and changing,there are worries and worries,the international political and economic environment is more severe,the uncertainty of Sino US economic and trade frictions has increased evidently,infrastructure investment has been falling too fast,consumption has slowed down,the economic downward pressure has increased,private enterprises have increased operational difficulties,the real estate bubble has been bigger,and financial risks have been exposed constantly.Steady confidence is not strong.It is suggested that the target of economic growth in 2019 should be set at more than 6%and the price should be controlled at about 3%.We should continue to adhere to the general tone of steady and progressive work,follow the requirements of high-quality development,take supply-side reform as the main line,focus on three major challenges,stimulate the vitality of micro-subjects,continue to implement active fiscal policy and sound and neutral monetary policy,and do a good job of stable employment,stable finance,stable foreign trade,stable foreign investment and stable investment.We will implement the policy of capital and stability expectations and maintain sustained and healthy economic development.
