摘要
根据水资源价值和成本的构成研究了两者之间的关系,分析了影响因素,并通过实例说明计算方法,提出了可持续发展原则下水价、价值和成本三者之间的合理关系。最后根据价值与成本的构成对南水北调东线工程中水价制定原则进行了初步研究。
According to the analyses of constitution of value and cost of water resources, the relationship between full value and full cost has been studied. It is put forward that full value concludes economic value and intrinsic value and full cost concludes full supply cost (internal cost), opportunity cost and external cost (economic and environmental externalities). Furthermore, several methods of calculating full value and cost are suggested and factors affecting those methods are analyzed as well. Finally, the water pricing of a largescale water supply project is studied primarily based on the reasonable relationship between value, cost and pricing.
