摘要
本文从创新2.0视野下智慧化理念的阐释入手,通过总结数字防灾应用十余年来的涉及领域与成果,提出了智慧防灾的内涵及其与数字防灾的差异。在此基础上,构建了以数字防灾为基础的智慧防灾技术与应用体系框架,进而探讨了当前智慧化防灾体系的实现途径与建设内容。
This paper starts with the explanation of smart concept in perspective of innovation 2.0, and then proposes the connotations of smart disaster prevention and its diferences to digital disaster prevention through summarizing the achievements of digital disaster prevention over the past decade. On this basis, it establishes the technique and application framework of the smart disaster prevention, which is based on digital disaster prevention system, and then discusses the approaches and contents of construction for the smart disaster prevention system.
