摘要
作为核心创新资源,海外高层次人才关系地区经济的创新发展,有利的地缘与文化政策环境是助推人才效能发挥的重要因素。通过文献整理和走访调研,将海外高层次人才的人才环境感知分为政策配套环境感知、事业发展环境感知、生活保障环境感知3个部分,实证分析以上因素对海外高层次人才行为意愿与环境评价的影响。研究结果表明,政策配套环境感知、事业发展环境感知、生活保障环境感知,对人才创业创新效能均产生显著影响,且事业发展环境的影响作用最大;与人才创业创新效能相关性最高的三个因子是政策落实、产业集聚、服务平台建设;另外,不同性别高层次人才的环境诉求存在一定的差异。在此基础上,有针对性地提出若干建议。
As a core innovation resource,overseas high-level talents concern regional economic innovation and development.A favorable geopolitical and cultural policy environment is an important factor to promote the effectiveness of talents.Through literature review and interview research,the talent environment perception of overseas high-level talents is divided into three parts:policy supporting environment perception,career development environment perception and life security environment perception.Empirical analysis is carried out on the impact of the above factors on overseas high-level talent behavior willingness and environmental assessment.The research results show that the policy supporting environment perception,career development environment perception,and life security environment perception have a significant impact on the innovation efficiency of talent entrepreneurship,and the career development environment has the greatest influence;the three factors that have the highest correlation with the talent entrepreneurial innovation efficiency are the implementation of policies,industrial agglomeration,and service platform construction.In addition,there are certain differences in the environmental demands of high-level talents of different genders.On this basis,targeted suggestions were made.
