摘要
为规范装备基地级维修服务PPP采购中各方责任和行为,在分析构建装备基地级维修服务PPP采购合作保障制度现实需求和理论依据的基础上,结合实际,提出构建装备基地级维修服务PPP采购法规制度体系、市场准入制度、合理回报制度、监督管理制度等保障制度,为科学开展装备基地级维修服务PPP采购提供行为规范和制度保障。
To standardize the responsibility and behavior of each party participating in the public-private partnership(PPP)procurement of depot-level maintenance service of military equipment,the paper analyzes the practical demand and theoretical base for a cooperation supporting system,and with the purpose of rendering behavior rule and system support,suggests that this system should include at least four systems such as law and regulation,market access,rational return,and monitoring and management.
