摘要
为完善战略投送力量体系建设,提出建设一种能够保障两种以上投送方式、具备多种功能的综合性投送基地。界定综合性投送基地基本概念,分析综合性投送基地应具备保障建制部队快速投送、保障军民物资快速转运、保障伤病员快速后送、保障部队投送训练等基本功能,提出综合性投送基地建设基本要求,从发挥理论研究先行作用、坚持军民融合深度发展、完善基地体系建设、构建集中统一的运用机制等方面,提出建设综合性投送基地的建议。
To complete strategic projection force system construction,the paper proposes that a comprehensive projection base ought to be built,which can support more than two projection modes with multiple functions. It firstly defines the basic conception of comprehensive projection base. Then,it analyzes the basic functions of comprehensive projection base,such as ensuring rapid projection for organized forces,supporting military and civilian materials transfer,safeguarding the evacuation of sick and wounded,and supporting projecting training. Finally,it presents the fundamental requirements and puts forward following suggestions for constructing comprehensive projection base: emphasizing the leading function of theoretical research,insisting on deep development of civil-military integration,completing system construction of the base,and building centralized and unified application mechanism.
