摘要
受本省医疗现实困境和传统医疗体系建构、世界卫生组织《阿拉木图宣言》的倡议以及《加拿大卫生法》指导性的影响,安大略省在1996—2004年尝试多种基础医疗改革模式试点。虽面临政府、医学会和病人等利益群体间的分歧,以及资金和参与改革医师数量较少的政治和技术层面的阻碍,但是在改革坚守法治精神和自愿参与的原则下,通过多样化手段和职业主义精神弥合冲突,为深化基础医疗改革提供了宝贵经验。
As a result of the difficulties in the provision of medical services and public health,and also under the influence of WHO’s'Alma Ata Protocol'and the health laws of Canada,Ontario attempted many trails of basic health model reform in 1996-2004.Although there was disagreement among government,medical associations,patients,and other interest groups,and there were political and technical obstacles due to the small number of funds and participating physicians,the principle of lawful and voluntary involvement was strictly adhered to in the reforms.Through diverse approaches and a commitment to professionalism,conflicts were resolved,and the process provided valuable lessons for advancing the reforms of basic health care.
