摘要
不动产登记和交易部门因测绘成果审查职责权限之争,导致信息无法共享,重复测绘现象时有发生,进而加重了不动产权利人负担。为准确区分两个部门对测绘成果的审查职责,本文剖析了不动产登记和交易管理对测绘的需求,归纳出需要开展的四种类型的测绘,阐明了不动产登记和交易部门对各类测绘成果的审查职责。提出了建立一体化的不动产测绘业务体系的设想,阐述了建立共享数据库和业务协作机制的重要性。一体化的不动产测绘体系对加强部门协作,提高工作效率和确保不动产交易安全具有重要的现实意义。
The Real Estate Registration and Transaction Institutions often have contradictions because of the disputes over the examine of surveying and mapping results,which result in the inability to share information,repeated mapping,increased burden on real estate owners.In order to distinguish the duties of surveying and mapping results,this paper analyzes the requirements of real estate registration and transaction management for surveying and mapping,sums up four types of surveying and mapping which need to be carried out,and clarifies the duties of Real Estate Registration and Transaction Institutions for the examine of various types surveying and mapping results.This paper puts forward the idea of establishing an integrated real estate surveying and mapping system,and expounds the importance of establishing a shared database and business collaboration mechanism.The integrated real estate surveying and mapping system is of practical significance to strengthen the cooperation between institutions,improve the efficiency of work and ensure the security of real estate transactions.
