Resource-Financed Infrastructure(RFI) contracts are a new type of instrument that have emerged from the experience of some developing countries. They combine income from government resource exploration with infrastructure investment, providing an effective tool for resource-rich countries to balance productive investments and reasonable levels of spending on consumption. The article explains the advantages of RFIs as well as the challenges and risks.
