摘要
自2013年,系统规范的地方政府债务监管机制开始建立起来,各类存量债务的置换工作也在稳定有序进行中。但地方政府债务规模还在持续增长,债务风险也正在随之产生。本文针对地方政府债务现状,通过相关指标来反映具体的债务风险情况,使用层次分析法、模糊综合评价法等对青岛市地方政府债务风险进行测度评价。最后对加强地方政府债务管理及风险防控提出政策建言。
Since 2013, the systematic and standardized local government debt supervision mechanism has been established, and the replacement of all kinds of stock debt has been carried out steadily and orderly. But the scale of local government debt is still growing, debt risk is also emerging.According to the present situation of local government debt, this paper uses AHP and fuzzy comprehensive evaluation method to measure and evaluate the local government debt risk in Qingdao. Finally, suggestions on strengthening local government debt management and risk prevention and control are put forward.
