摘要
近代中国的县政改革以健全县行政组织和机制为基本宗旨,出现了"官制"和"自治"两种模式。20世纪上半叶陕西县政建设的发展也体现这一近代化的趋势,本文通过对民国初期陕西县制的转型和国民政府统治时期陕西县政建设的特点分析,以期检视前人的成果和分析模式,把握县政发展的一般规律同时具体考量其发展的地区差异的特殊性,为当代的地方行政体制改革和基层制度建设提供借鉴。
In modern China's county government reform, to improve the county administrative organization and mechanism as the basic principle, appear "system" and "autonomy" two modes. Half of the 20th century development of the construction of the county in Shaanxi province government also reflect the trend of the modernization, this article through to the early republic of China, Shaanxi county administration system transformation and national government during the reign of Shaanxi characteristics analysis of construction of county government, in order to examine the previous results and analysis, to grasp the general law of the development of the county government at the same time the specific consideration of the particularity of the development of the regional differences, for contemporary local administrative system reform and the construction of system.
