摘要
继重庆、成都之后,2017年郑州版"地票"交易制度出台,由于城市建设用地指标的巨大缺口,地票交易供不应求。在很多土地研究者看来,地票的试验为农民自愿有偿退出农村宅基地开辟了一个制度通道,也为破解我国的"土地困局"提供了一条路径。因此在此趋势下研究地票的法律属性,确定地票的法律特征是确有必要。
