摘要
为建立河长的工作考核指标,从影响河长的政策落实和流域健康要素两方面考虑,通过河长管理、水生态、水环境、岸线管理和社会影响等方面,构建包含30项评价指标的河流健康评价全指标体系。收集河长工作的相关数据后,在该体系下可利用层次分析法对河长进行工作考核。通过对Q河长进行工作考核,得出其成绩为优良,并指明工作重点范围,为河长今后的工作方向提供意见,也可为总河长工作考核提供参考。
In order to construct the assessment indicators for river length work,two aspects were considered including the implementation of policies affecting river chief and the elements of river basin health.A complete index system for river health assessment including 30 evaluation indicators was constructed in this paper through the aspects of river chief management,water ecology,water environment,shoreline management and social impact.The analytic hierarchy process could be used to assess the work of river chief under this system after collecting the relevant data of that of river chief.In this paper,the work of the Q River Chief was assessed,and his achievements were excellent meanwhile the key areas of work were indicated.It can provide suggestions for the future work direction of the river chief,and also provide reference for the assessment of the work of the river chief.
