摘要
技术进步及其偏向性是实现经济增长和环境改善协调发展的重要突破口,文章基于环境约束视角,利用绿色GDP、物质资本存量和生态服务价值加总的资本存量、就业人数等数据估算了2004—2015年间环境约束条件下中国的技术进步偏向指数,并在此基础上通过构建空间杜宾模型,对技术进步偏向指数与绿色经济增长的关系和影响效果进行分析。研究发现,在要素存在互补性的基础上,虽然劳动力成本在逐渐提高,但资本要素的快速积累导致技术进步偏向资本。在空间上,绿色GDP和技术进步偏向指数均存在空间自相关。受到经济权重影响,技术进步的劳动偏向对当地的绿色经济增长有显著的推动作用,而间接效应和总效应上技术进步的资本偏向和人力资本都与绿色GDP有显著的正相关关系。因此,应促进技术的有偏发展,逐步实现绿色经济增长。
Technological progress and its bias are the important breakthrough to coordinate the development of economic growth and environmental improvement. Based on the view of environmental constraints, this paper estimates the China’s biased technological progress index under the environmental constraints from 2004 to 2015 by using the data of green GDP, capital stock of both material capital stock and ecological service value, and the labor. On this basis, we use the Spatial Durbin Model to analyze the relationship between biased technical progress index and the green economic growth. The results show that, on the basis of the complementarity of elements, although the labor cost is gradually increasing, the rapid accumulation of capital elements leads to technological progress to capital. In terms of space, green GDP and biased technological progress index are both spatial autocorrelation. The direct and indirect effects in some variables are different which are affected by economic weight. The labor bias of technological progress has a significant role in promoting the growth of the local green economy, and there is a significant positive correlation between the capital bias of technical progress and human capital in indirect effects and total effects to promote green GDP. Technological progress is the source of economic growth, therefore, we should promote the biased technology development, and gradually achieve green economic growth.
