摘要
文章比较了我国与发达国家与地区环境影响评价制度中公众参与的发展与特点 ,探讨了现实条件下我国完善公众参与的法律依据、形式、作用等理论问题 。
In this paper, a comparative study has been made for development and characteristics of public participation in EIA system between China and developed countries and areas. Some theoretical issues, such as the improvement of legislation, involvement and functions of public participation have been discussed. Some strategies and suggestions have been put forward for strengthen the public participation in China.
