The newly unearthed epitaph from Anjia's tomb in Xi'an, belonging to the Northern Zhou Dynasty, supplying us with new information for studies of the origins and removal of the people taking 'An' ('安') as their surname and residing at Liangzhou ('凉州') ?reflects the essence and state of promoting the Policy of Guanzhong Departmentalism carried out by Yuwen Tai (宇文泰), which was so called by Prof. Chen Yinque (陈寅恪). Basing on the researches on this epitaph's contents and associating the epitaph with the Chinese historical records, the author tries to discuss the influence of the An clan in Liangzhou and their removal into Guan Zhong, which could be regarded as the result of practising the Policy. The essence of this Policy is to establish a united front unifying all the people living in the regions of Guan and Long (关陇), including both the Han and non-Han peoples. This Policy produced active effects during those times and was an important influence upon the later historical process.
