摘要
国土资源是人类生存与发展的基本条件 ,是经济社会发展的重要物质基础。我国国土资源开发利用为我国经济社会发展做出了重要贡献 ,但也不同程度地存在某些问题。对中国可持续发展战略来说 ,我国所面临的特殊且多样的资源环境条件和巨大的人口负担 ,决定了确保各种资源的可持续供应更具关键意义。资源可持续发展战略的实施 ,需要做好国土资源规划工作。科学编制和有效实施保护与合理利用土地、矿产、海洋等自然资源总体规划以及地质环境保护规划 ,制定协调配套的政策措施 ,充分发挥规划的龙头、先行及基础性作用 ,才能真正从根本上确保我国国土资源的可持续利用 ,进而为我国经济社会的可持续发展做出重要贡献。
Land resources serve as basic building blocks for the survival and development of human beings and also serve as a significant material base for the economic development of society. Although the exploitation and utilization of land resources has greatly contributed to the development of economic society in China, there are certain problems that still need resolving. In terms of the sustainable development strategy of China, there is a need to account for the unique resource environment as well as the significant population burden. Ultimately, achieving the sustainable supply of different resources becomes a highly complex issue and means that land resource planning serves as a key factor for successfully carrying out this strategy. In order to ensure the sustainable utilization of land resources, so that they can provide greater contributions to the sustainable development of economic society in China, we should do better in the following aspects: scientifically-making, and effectively implementing, the overall planning strategies for protecting (and making rational use of) natural resources; planning for geological environmental protection; establishing compatible support measures; and finally, fully advancing and basic functions of the planning systems.
