摘要
新建铁路工程投资巨大 ,技术复杂 ,必须在建设前期进行充分的技术经济论证 ,对其建设条件、客货运量、技术标准、工程造价和经济效益等进行评估预测 ,以期达到项目的最佳投资效果。智能型决策支持系统的发展 ,给铁路投资系统中的决策手段现代化和科学化创造了前提条件 ,建立技术方案辅助决策系统 ,尤其是线路基本走向、主要技术标准的技术方案辅助决策系统的研究与开发 ,在铁路建设决策中具有重大的理论和实用意义。
Sufficient technical economic reasoning must be done at the prophase of the construction, because the investment on newly-built railway is very large and the technique is complex. In order to reach the purpose of best investment, the evaluation and forecast on the constructive conditions, loads of customers and freights, technical standards, cost of the work in the construction and economic benefits should be done. The development of intelligent decision system makes the realization of the decisions in the railway investment system with the modern scientific method. The implementary of the assistant decision system of technical schemes has great theoretic and practical significance.
