摘要
探讨了科研机构企业化转制的主要对策:一是转变观念,建立适应转制的企业文化;二是建立“以人为本”的经营管理体制;三是建立一套面向市场的运行机制;四是围绕高新技术产业发展做大文章;五是解决科研院所在转制中的具体问题。
This paper probes into the main count ermeasures for transformed scientific research institution running as an enterprise:the first is to change th e mentality and establish the enterp rise culture suitable to the transfo rmation,the second is to set up the operation and managem ent system of'regarding the people as the dominant factor',the third is to build a set of market oriented operation mec hanism,the fourth is to write a great article around the development of hi gh and new technology,and the fifth is to solve the concrete problems existing in th e transformation of scientific rese arch institutions.
