摘要
农民收入问题一直受到党中央国务院的高度重视,历次中央农村工作会议都把农民收入问题作为中心议题。农民增收困难的确已成为当前农业和农村经济发展中的突出问题。许多学者对农民增收难的问题进行了探讨。本文对影响黑龙江省农民收入增长的因素进行了具体的研究,认为影响黑龙江省农民收入增长的主要因素是体制方面的家庭联产承包经营责任制、经济方面的农产品价格低迷、人口方面的农民素质低下及自然方面的灾害频发。据此提出了提高黑龙江省农民收入的基本措施。
