摘要
城市道路应坚持“建管并举、重在管理”的方针。文中就城市道路管理体制、城市道路管理体制改革的取向、城市道路管理体制改革应具备的保障措施及天津市区城市道路实施管理体制改革的实践等问题作了阐述 。
The principle of 'Developing the construction and administration simultaneously, but empha sizing the administration' must be upheld for urban roads. In this article, the analysis of current administration system of urban roads, direction of reformation, guarantee measures provided for reforming urban road administration system, and the practice of reformation carried out in Tianjin are expounded.
