摘要
文化遗产是民族文化之根。文化遗产管理在当今时代有着十分重要的意义,是国家的一项"政治工程"、"战略工程"。对文化遗产进行正确的定性,是文化遗产管理的必备前提。当前文化遗产管理体制存在着不少不合时代发展的缺点,如法律不健全、多头管理、管理模式缺陷、公众参与力度不够等。针对这些缺点,可行的办法是用公民社会规范做理论指导来进行文化遗产管理制度设计。
Cultural heritage is the root of national culture.Cultural heritage management,being "a national political project" and "a strategic project",plays a significant role in today’s era.Correct definition of cultural heritage is an essential premise of cultural heritage management.The current cultural heritage management system has many characters that don’t apply to the development of the times,such as: the unsound legal system,multi-head management,the management defects and the insufficient public involvement.To deal with all these weak points,an applicable way is to design a cultural heritage management system under the theoretical guide of citizen’s social norm.
