摘要
构建环洞庭湖区新农村建设经济发展模式的总体思路是:以邓小平理论和"三个代表"重要思想为指导,以科学发展观总揽湖区农村经济发展全局,全面贯彻落实中共中央国务院《关于推进社会主义新农村建设的若干意见》,以增加湖区农民收入、提高湖区农民生活水平为出发点和落脚点,以提高湖区经济运行质量和效益、实现湖区经济可持续发展为目标,以突出发展蓝色湖泊经济、突出加强洞庭湖治理、突出拓展非农就业为重点,走洞庭湖经济一体化发展道路,努力构建洞庭湖经济圈,为建设"富裕、秀美、文明、和谐"具有湖区特色的社会主义新农村奠定坚实的经济基础。
The general idea of constructing new rural economic development model of central Dongting lake district is: to take Deng Xiaoping Theory and the"Three Represents" as the guide and to control the overall economic development of central Dongting lake district with scientific development concept, fully implementation the documentary of the CPC with the purpose of increasing their income, improve their living standards and the aims of improving the quality and efficiency to achieve sustainable economic development, and with the focus on the economic development of blue lakes, strengthen governance of Dongting Lake, and expand non-agriculture, take the development of economic integration in Dongting Lake and try to set up Dongting Lake economic circle to lay a solid economic foundation for building a "rich, beautiful, civilized, and harmonious" new socialist countryside with lakes characteristics.
