摘要
20世纪60年代民权运动此起彼伏,美国政府也试图提出一个"平权法案",旨在缓和、消除在就业、教育等领域的种族和性别歧视。从历史的角度来看,"平权法案"的出台经历了从民众呼吁民权到两任总统出台行政命令,再到联邦办公室监督推进的艰难过程,这既是民权运动斗争的结果,也是各界政府努力的结果。尽管它的提出引来了一些争议,但整体来讲,"平权法案"的出台提高了少数族裔的社会、经济地位,促进美国社会公平、稳定地发展,是民权运动史上一个重要的里程碑,对我国少数民族政策也有一定的借鉴意义。
In the 1960 s,based on a fact that civil rights movement developed a certain momentum,American government tried to offer an "Affirmative Action",whose aim is to relieve or eliminate the discrimination on race,sex in the field of employment and education.From a historical point,the issuing of"Affirmative Action"undergoes a long and difficult process,from the public appeal to civil rights to executive orders issued by both Kennedy and Johnson to supervision by OFCCP.Actually,it resulted from the combined efforts of the civil rights movement and struggles of the Administrations.Although leading to controversy,it improved social and economic status for minority,and promoted American equitable and stable development for the society.So,it is an important milestone in the civil rights movement and have an example meaning for today's nationality policy.
