摘要
国网上海市电力公司的主营业务之一是建设和运维电网资产,强化和提升公司上千亿电网资产的全寿命周期管理具有重要意义。其中固定资产投资是资产全寿命中资产形成阶段的重要环节。公司在国家电网公司资产全寿命周期管理标准体系基础上提升投资管理工作,提出固定资产投资全过程管理理念,建立了围绕投资目标、投资计划、投资绩效监测和评价、投资管理信息化支撑、投资管理持续改进等管理要素的管理措施,有效促进了固定资产投资管理水平的提高和与公司整体资产全寿命管理战略的有效协同。
Building and operating power grid assets is one of the main businesses in State grid Shanghai Municipal Electric Power Company( SMEPC). It is significant to enhance the life cycle management( LCM) of billions of gird assets. And fixed asset investment is a important part of asset LCM. SMEPC managed to improve investment management on the basis of the total life cycle management standard system of State Grid Corporation. Propose the wholeprocess management concept for fixed asset investment,and applythe management measures around management elements such as the investment objectives,investment planning,investment performance monitoring and evaluation,investment management informationization support,investment management continuous improvement,effectively improving the fixed assets investment management level and cooperating with the life-cycle management strategies for whole corporate assets.
