摘要
农产品贸易保护是各国促进农业发展的重要手段 ,流行于整个 2 0世纪 ,为各国的农业发展做出了一定的贡献 ,但也带来了诸多问题。在此背景下 ,农产品贸易自由化在世贸组织 (WTO)的推动下 ,逐步兴起 ,但其进展并不尽如人意 ,依然未能摆脱贸易保护的实质。WTO“千年回合”的谈判 ,虽然可以推动农产品贸易自由化的发展 ,但由于各方分歧严重 ,导致谈判困难重重 ,在短期内难以打破贸易保护的主导地位。贸易保护和贸易自由化作为现实的主流和发展的潮流 ,必将在相当长的时期内 ,在农产品贸易领域并存。
Trade protection of agricultural products is an important means of promoting agriculture in any country. It was popular in the 20th century and made some contributions to agriculture development, but it also brought some problems. Trade freedom of agriculture products is gradually rising under the WTO, but trade protection has not been cancelled completely. Although the WTO has pushed the advancement of trade freedom, but trade protection is still the mainstay at present. It can be seen that a breakthrough will rarely appear in a short time. Trade freedom and protection as two developing tendencies will exist together in a long period of time.
