摘要
随着城市化进程不断推进,外流务工人员受自身及环境因素影响,极易走上贩毒道路,外流贩毒问题持续高发。构建外流贩毒高危预警模型是治理外流贩毒问题的探索和构想,从外流贩毒的现状特点入手,结合外流贩毒形成原因指出当前治理外流贩毒问题所面临的困境,以完善毒品犯罪监测预警机制为导向,以甄别、预测外流贩毒风险程度为目标,提出监测、预警外流贩毒的可行性,设计模型预警指标要素、评估体系及分级预警处置办法。
With the constant advance of urbanization process, and affected by themselves and the environment factors,the outflow migrant workers easily tend to take the road of trafficking drugs, resulting in high frequency of outflow drug trafficking. Development of high risk early warning model for outflow drug trafficking represents explorations and fromulations on management of outflow drug trafficking. Based on the present characteristics of outflow drug trafficking, combining the causes of outflow drug trafficking, and with improvement of drug crime monitoring and early warning mechanism oriented, and identification and prediction of outflows drug risk levels as the objective, the article pinpoints the predicaments in handling outflow drug trafficking, comes up with the feasibility of monitoring and early warning outflow drug trafficking, and finally designs early warning model indicators, evaluation system and graded warning disposal methods.
