摘要
近年来,由于"毒驾"内涵不清,法律规制不足,管制主体不明及检测机制不完善,使得"毒驾"行为的爆发呈荷塘效应,危害后果严重,必须借鉴域外管控经验,在理清"毒驾"内涵的基础上,完善立法,健全体制,探寻合理有效的管控对策。
Ambiguous connotat ion of drug-impaired driving, inadequate legal regulations, implicit regulated subjects, and defective detection mechanisms give birth to outbreak of drug-impaired driving, which shows lotus pond effect, causing extremely serious damaging consequences. Accordingly, efforts must be made to draw on extraterritorial control experience, improve legislation and system, and seek reasonable and effective control strategies on the basis of clarification of connotation of drug-impaired driving,
