政府教育投入对民众可支配收入提升的关系研究——基于我国1999年至2017年的省际实证分析 被引量:4

A Study on the Relationship between Governmental Education Investment and Disposable Income of Residents——An Empirical Analysis Based on Panel Data from 1999 to 2017 in China

摘要 在我国财政支出中教育支出规模始终位列首位,无论总量与生均支出均与国民经济增长保持同步提升。研究使用固定面板对28个省市自治区1999年至2017年的财政性教育支出数据与地区居民可支配收入进行测算。测算结果表明财政性教育支出对地区收入具有正面促进作用,但其表现为倒U型,即过多投入可能会降低投入资金效率。以小学、初中、普通高中、职业学校和高等学校不同层级生均费用为研究比较对象,发现财政对基础教育支持对居民收入的推动作用最大,并随着教育层级的提高回报递减。不合理的高生均投入和使用资金效率偏低使高校投入与贡献度呈现负相关趋势。在有限的预算内科学合理使用财政预算,提高资金运用效率才可能从本质上提升教育对居民收入的贡献度。 The financial expenditure of education takes the first place in government budget every year,and grows up with the national economy both in the total and per capita level.This paper tests the governmental financial expenditure and disposable income of residents in 28 provinces from 1999 to 2017 with fixed panel method.The result indicates that financial education expenditure has a positive effect on regional income,but in turn-U shape.It means that excessive investment might reduce the capital efficiency.A test for education investment per student in different levels,including primary school,middle school,high school,vocational school and university,performs the diminish return with higher education level.Irrational excessive financing and inefficient management make the coefficient negative between the expenditure in university and residents’income.With limited budget,arranging the education fund scientific and promoting capital efficient could improve the contribution to disposable income of residents by education.
