摘要
2018年,贯彻落实《关于深化石油天然气体制改革的若干意见》,国家有关部门陆续出台配套措施,促进油气市场进一步扩大开放。继续推进矿权竞争性出让,新疆首次挂牌出让5个油气勘查区块的探矿权;加大油气管网公平开放的监管力度,油气基础设施将向第三方开放;进一步放宽油品销售市场准入,取消外资连锁加油站超过30家需中方控股的限制;完善油气进出口管理体制;进一步完善天然气定价机制,实现居民用气与非居民用气基准门站价格水平衔接;上海原油期货成功上市。在保障能源供应方面,国家出台《关于促进天然气协调稳定发展的若干意见》,同时加快天然气储备体系建设,研究部署加大国内油气勘探开发。展望未来,中国石油工业将向市场化方向继续迈进,朝着低碳清洁、安全高效的方向转型调整,并将以开放推动石油全产业链改革,以政策支持推进能源转型、保障能源供给,以合作实现开放条件下的能源安全。
In 2018, China introduced supporting measures to further open-up the oil and gas market under several policies and continued to grant the mining rights in a competitive way. Xinjiang offered exploration rights of five oil and gas exploration blocks for the first time. Moreover, China increased oversight of oil and gas pipeline networks that are open and fair, and opened oil and gas infrastructure to the third parties;relax market access for the sale of petroleum products and lifted the restriction for foreign gas stations;improved oil and gas import & export management systems;perfected the natural gas pricing mechanism to uniformed prices of residential and non-residential gas benchmark stations. Shanghai crude oil futures successfully listed. In terms of ensuring energy supply, the state issued several opinions on promoting the coordinated and stable development of natural gas, accelerated the construction of natural gas storage system, and studied and deployed to increase domestic oil and gas exploration and development. In the future, China’s oil industry will continue to move to marketization, keep transforming and adjusting towards low-carbon, clean, safe and efficient development. It will also promote the reform of the whole oil industry chain through opening-up, promote energy transformation and guarantee energy supply by means of policy support, and achieve energy security under the conditions of opening-up through cooperation.
