摘要
近年来,委内瑞拉政治经济深陷恶性循环状态。严重的经济衰退、紧张的国内政治局势、越发严厉的国际制裁,使这个国家陷入了政治、经济和社会危机。为缓解危机,委内瑞拉政府开发石油币(Petro)为该国法定货币,委内瑞拉也成为全球数字货币领域第一个"吃螃蟹"的国家。本文梳理了委内瑞拉石油币的开发过程、产生的经济政治原因,通过对石油币的政治、收益和安全性风险进行SWOT分析,认为在全球加强对虚拟货币监管的大背景下,对石油币价值的认同值得观察,但石油币的发展前景不明。建议中国在委企业考虑是否入手石油币时应宏观把控、提前研判和疏通渠道,防止石油币示范效应影响中国企业资金安全。
In recent years, Venezuela has been caught in a vicious circulation for both politics and economics. It comes to a deep crisis into politic, economic and society because of the critical factors of serious economic recession, strained relationship with domestic politics and international sanctions. The administration in Venezuela developed Petro as the legal currency in order to release the conjuncture, which also help Venezuela become the bellwether in global digital field. The paper analyzes the development process economic and political causes behind Petro in Venezuela, carries out SWOT analysis on political, revenue and security risks of Petro, and believes that the identification of the value of Petro is worth observing under the background of strengthening global supervision of virtual currency, but the development prospect is uncertain. It is suggested that Chinese enterprises should macroscopically control, study and judge in advance and dredge channels when considering whether to acquire Petro, so as to prevent the demonstration effect of Petro from affecting the capital security of Chinese enterprises.
