摘要
从2016年下旬至2018年8月,美国对中国发起多项贸易调查。随着中美贸易战升级,美国霸权立法'301条款'成为美国发起单边主义措施的主要依据。美国的一系列行为违反了WTO多边贸易规则,也违背了其在《政府行政声明》中的承诺。笔者以美国'301条款'为中心,回顾和剖析27年来中美贸易战的历史,为中国应对本次中美贸易战提供个人管见和对策建言,特别强调要尽最大努力,争取实现最佳前景,即合作共赢/妥协双赢;但是,更应当做好最坏的思想准备,即不怕美方层层加码的高压、讹诈、恐吓、霸凌,敢于和善于打持久的贸易战,既敢于针锋相对,及时采取反制措施,又善于开展有理有利有节的反霸斗争。
From late 2016 to August 2018,the United States launched a number of trade investigations against China.With the escalation of the Sino-US trade war,Section 301 became a main important basis for the US to launch hegemonic unilateral measures. A series of US actions violate the WTO’s multilateral trade rules and violate its commitments in SAA. This article focuses on hegemonic Section 301 and analyzes the history of Sino-US trade wars in the past 27 years in order to provide personal insights and countermeasures for 2018 Sino-US trade war. We need to try our best to achieve the best prospects while preparing for the worst. Don’t be afraid of the high pressure from US and prepare to take countermeasures in a timely manner,fighting reasonably and advantageously against hegemony.
