摘要
本文详细地分析了特殊时期科技政策制定的主体选择问题、特殊时期科技政策的时效性以及政策制定的组织模式问题 ,结合中国的实际 。
The paper analyses selection of subject and effect of time and pattern of organization in making policy in special period by detail. The three questions are always difficult question in making policy of special period. Based on real situation of China, The paper gives some suggestion.
