摘要
文章通过对比辨析内陆自贸区的概念、内涵及空间特征,认为应在侧重制度设计总体方案的基础上增加空间资源配置的总体规划,完善内陆自贸区的顶层规划设计体系;通过研习当前城市总体规划编制创新改革的方向及国内外相关规划编制的经验,明确提出内陆自贸区总体规划编制应深入对接总体方案与城市总体规划,重点解决战略定位、功能布局及创新试点3个核心问题,总结提出融合式存量型总体规划编制的工作思路;在此基础上,结合襄阳自贸区的实践,对内陆自贸区总体规划编制的技术框架、特色内容、编制组织及实施评估监督等进行探讨,为其他内陆自贸区规划的编制提供参考。
The paper analyzes the concept, connotation, and spatial characters of inland free trade zone, argues that institutional design shall be complemented by spatial master plan to integrate its top level design. With an analysis of current urban master plan compilation and overseas planning experience, the paper proposes inland free trade zone master plan shall be integrated with general design and urban master plan, deals with 3 key issues: strategic location, functional layout, and innovation experimentation.It concludes an integrated stock land master plan compilation idea. With Xiangyang free trade zone master plan as an example,the paper discusses the technical framework, characteristic content, compilation organization, implementation evaluation and monitoring, and provides a reference to other cases.
