摘要
随着城市更新成为存量发展语境下的'新常态',城市更新管理体系与传统的法定规划管理体系相协调的问题日益受到重视。2018年7月广州市印发《广州市城市更新片区(项目)方案编制、审查与控规调整流程指引》,首次对城市更新与控制性详细规划的协调、衔接作出了实操性指引。文章以此为契机,分析城市更新与法定规划体系的协调之困与管理之惑,探讨广州市在城市更新与法定规划协调的实践中,管理机构、决策机制、政策体系和规划体系的得与失,并以南沙湾地区控制性详细规划修编作为实证研究,在城市更新的众多不确定因素中尝试寻找控制性详细规划编制过程与城市更新的确定性'锚点'。最后,针对当前仍然存在的不足,从深化政策创新和完善规划体系两个方面提出建议。
With urban renewal becoming the'new normal'in the context of inventory development,more attention has been paid on the coordination between urban renewal and the traditional statutory planning system.In July 2018,'The Process Guidance of Plan Preparation,Review and Regulatory Planning Adjustment of Guangzhou Urban Renewal Area(Project)'promulgated by Guangzhou urban renewal bureau made a clear guidance for the first time.The paper analyzes the coordination difficulty and management confusion between urban renewal and statutory planning system,analyzes the regulatory authority,decision-making mechanism,policy system and planning system of Guangzhou.Meanwhile,the paper takes the regulatory planning adjustment of Nansha bay as example,analyzes the certainties from numerous uncertainties of urban renewal.At last,the paper puts forward some strategies from the innovation in policy and improvement of planning system.
