The paper sets out to discuss the notion of trust and moves to discuss the relationship between trust and public management,trust and public administration,and trust and accountability,The author proposes a high trust model that regards public servants, not as administrators, or functionaries merely carrying out instructions, but as professionals with accountability mechanisms. The author argues that regarding public managers as professionals would be a better way of managing in the public sector.
