2012年11月8日,胡锦涛在党的十八大作政治报告时,首次明确提出"扎实推进公共外交和人文交流"的要求,这标志着在公共外交在我国已经提升到了国家战略的高度。十八大以后,习近平总书记身体力行,运用中国智慧,在世界各地开启了中国文化的全球公开课,成为中国推动公共外交、构建国际话语权的一道亮丽风景线,"一带一路"政策的提出,更是为中国公共外交的全面开展创造了有利的历史条件和机遇。自此以后,本已有了长足发展的中国公共外交进入了更全、更快、更健康发展的快车道。涉外礼仪作为人文交流的内容之一,对公共外交的健康开展发挥着非常重要的作用,而透过18大以来涉外礼仪文化传播的规模和趋势来看,公共外交的规模和水平正以日新月异的趋势向前发展。
On November 8, 2012, when addressing the 18 th CPC National Congress, Hu Jintao put forward, for the first time, the requirement that we should steadily advance public diplomacy and cultural exchanges, indicating that publicdiplomacy in China has been elevated to a national strategy. Since the 18 th CPC National Congress, President Xi jinping has applied Chinese wisdom to open global public classes regarding Chinese culture around the world, which has been advancing China’s public diplomacy and the building up of rights of discourse in the international community. The 'Belt and Road' Initiative has created favorable conditions and opportunities for the full development of China’s public diplomacy. Since then, development of China’s public diplomacy that had already made steady headway has been put on a fast track for more comprehensive, faster and sounder development. Foreign affairs etiquette, which is part of cultural and people-to-people exchanges, has contributed positively to the sound development of foreign diplomacy. As reflected in the scale and trend of cultural communication of foreign affairs etiquette since the 18 th CPC National Congress, public diplomacy has developed as never before in both scale and levels.
