摘要
国际海洋问题的敏感性和复杂性决定了开展海洋公共外交必须坚持走和平路径,这种路径的本质在于消除威胁和互惠互利。当前中国开展海洋公共外交必须以此为基础,通过海上军事力量的防御化与维和化发展,增进海洋贸易对他国的互惠关系,推广中国海洋文化,以及推动海洋事务的机制化与制度化建设这四条路径来开展以和平发展为理念的公共外交,树立负责任大国及和平友好的国际形象。
The sensitivity and complexity of international ocean issues indicate that the issues must be solved peacefully though maritime diplomacy. The nature of the peaceful path is to eliminate mutual threats and realize mutual benefits. This is the foundation for China's maritime diplomacy. China should develop its power on the sea for purposes of self-defense and peace keeping. China should strengthen mutually beneficial relations with the other countries through maritime trade, the spread of Chinese ocean culture and the promotion of institutional construction in the field of marine affairs. These are the ways for China to practice its maritime diplomacy and maintain its international image as a responsible and peace-loving big power.
