摘要
【目的】增强农民节水意识,提高农田灌溉水有效利用率,增加农业产量,优化水利工程的管理状况。【方法】通过对协会运行现状进行统计分析,包括管理制度、运行经费、管理人员、政府支持行为等,并选取贵州省市具有代表性协会作为典型样本,分析了协会在农灌管理方面发展存在的部分问题和取得的经验。【结果】贵州省农灌类协会运行情况良好的占26.5%、一般占52.0%、较差占21.5%。政府支持行为是否落实、运行经费是否充足、管理机制是否健全深刻影响协会运行好坏。【结论】政府在落实水利部"进一步加强农民用水合作组织管理工作"中,为农灌类型的农民用水户协会提供更多的、有效的帮助和指导,有助于进一步加强灌区协会的建设与发展、推进协会创新发展与规范管理、促进农民用水户协会参与农田水利建设和管护。
【Objective】Enhance peasants' awareness of water-saving, improve the utilization rate of irrigation canal system, increase agricultural production, and improve the management of water conservancy projects.【Method 】We conducted a comprehensive survey on the operation status of Guizhou Provincial peasants' Water Users Association in the agricultural irrigation in 2017, investigated the main factors affecting the operation of the association, and to explore the corresponding solutions.We analyzed the operation status of peasants' water users association, including management system, operating funds, administrative staff, government support and other aspects, and selected a representative Association as a typical sample From A city, and then analyzed the problems and experiences in the development of the association in agricultural and irrigation management in the agricultural irrigation. And based on the analysis of problems and summary of experience.【Result】26.5%, 52.0% and 21.5% of the operation status of the provincial agricultural and irrigation associations was good, moderate and poor, respectively. Whether the government support was implemented, whether the operation funds were sufficient, and whether the management mechanism was sound had a profound impact on the operation of the association. 【Conclusion】In the implementation of the Ministry of Water Resources "Further Strengthening the Management of farmers water cooperative organizations, the government provides more effective help and guidance to water users association in the agricultural irrigation, which is helpful to further strengthen the construction and development of irrigation district associations, promote the innovative development and standardized management of associations, and promote the participation of farmers water users associations in the construction and management of farmland water resources.
