摘要
多元福利供给是破解我国福利短缺难题的根本之道。然而,怎样使多元福利运转起来,形成有效的供给网络却没有得到深入的研究。通过文献梳理指出政策工具能够被解构为福利主体之间的互动方式,接着以S村互助式养老实践为个案,通过深描的方式,阐释了多元福利有效运转的逻辑。多元福利供给运转的动因来源于政策工具之间的压力与引力,运转的中介在于信息引导类工具的运用,运转的路径遵循了强制类工具出现促进了自愿类工具的增加,运转的结果编织了密集的政策网络。研究能帮助理解在人口空巢村不同政策工具的配套使用如何连带性动员多元福利供给的内在机理。文章也力求走出个案,对政策工具的操作化,多元福利模式的本体化以及政策移植的条件进行分析与归纳。其局限在于未能选择其他类型的农村社区进行对比研究。
The objective of this paper is to illustrate how to make pluralistic welfare work together form an effective provision network by the perspective of policy tools. A series of field works including face to face interviews and on-site observation in S village,F town,Sichuan province are conducted to collect empirical materials. The mutual support among the old people that from its beginning to the latest development is described thoroughly based on these qualitative data. The analysis,based on the empirical materials as well as literatures of policy tool and welfare pluralism,reveals the logic of effective operation of pluralistic welfare. The motives of effective operation originate from the pressures and gravitation between policy tools. The medium of that is the application of inductive policy. The path of that is the emergence of mandatory tools promoting the growth and increase of voluntary tools. The result of that is dense policy networks have been weaving. The key limitation of the study is that the mutual support among old people depends heavily on the local economic conditions,population structure as well as potential welfare resources. This paper has not yet chosen different rural community to conduct comparative studies. Still,because of case's limitation,some secondary policy tolls such as outsourcing and government's purchasing have not been shown. Therefore the mechanism of marketing tolls influencing pluralistic welfare has not been deeply explored in this study. The research conclusions assist policy maker and implementers to comprehensively use different types of policy tools at different stages of development of mutual support among old people. This elderly welfare policy can be transplanted to the empty-nest places where the left-behind old people lack family's support. Based on the literature review,the connection between policy tools and pluralistic welfare is established. The policy tolls can be deconstructed into interaction between different welfare subjects.
