On the Opinions of “Comprehensively Deepening the Reform of Teaching Staff Construction in the New Era”——Speeding Up the Construction of High-quality Specialized Special Education Teachers

摘要 《关于全面深化新时代教师队伍建设改革的意见》颁布后,为新时代下特殊教育教师队伍建设提出了新要求、新期待,也指明了特殊教育教师伍建设的主要方向。新时代下,必须建设一支高素质专业化的特殊教育教师队伍,不仅表现为教师个人的高专业发展水平,还应当表现为教师队伍整体的高素质与专业化。依据《关于全面深化新时代教师队伍建设改革的意见》的指示精神,建设高素质专业化的特殊教育教师队伍应当以加强特殊教育教师培养和提升待遇为关键抓手。具体来说,应当坚持"复合型"的总体建设思路,创新特殊教育人才培养机制,推动建立特殊教育学校教职工编制标准,落实待遇提升政策、提升特殊教育教师地位。 After the publish of'comprehensively deepening the reform of teaching staff construction in the new era',new requirements and new expectations have been put forward for the construction of special education teachers under the new era,and the main direction of the construction of special education teachers’ staff has been pointed out. Under the new era,it is necessary to build a high-quality professional special education teachers’ team,not only in the performance of individual teachers of high professional development level,but also in the overall high quality and professionalization of the teaching staff. According to the instruction spirit of 'comprehensively deepening the reform of teaching staff construction in the new era',strengthening the training of special education teachers and improving the treatment is the key point. Specifically,we should adhere to the construction idea of 'multi-qualified',innovate the training mechanism of special education talents,promote the establishment of special education school staff compilation standards,implement the policy of improvement of treatment,and upgrade the status of special education teachers.
