摘要
从十八大报告解读出新阶段民主政治有4个根本特征:一是政治体制改革的制高点是完善人民代表大会制度;二是"协商民主"是实现"人民民主"的基本诉求;三是"依法治国"是实现人民民主的根本途径;四是政务公开是政府行政公信力与执行力的保证。在这4个特征之下,新一届中央领导集体致力于在发扬民主成果的基础上强化现有民主机制的实效性,有重点、有针对性地落实一系列人民民主政治的具体要求。
There are four fundamental characteristics interpreted from the 18th CPC National Congress: firstly, the commanding heights of political reform is to improve the people's congress system; secondly, to promote "consultative democracy" is the fundamental demand to realize "people's democracy"; thirdly, the "rule by law" is the fundamental way to achieve the people's democracy; fourthly, making government affairs public is the promise of the credibility and the executive power of government. Under these four characteristics, the new central leadership is committed to strengthening the effectiveness of the existing democratic institutions and meanwhile carrying forward the results of democracy, and implementing a series of people’s democratic politics through focused and specified requirements.
