摘要
经过多年的探索和实践,各类新建工程的全过程造价管理已经拥有了一些较为成熟的作法,但对于财政性资金修缮工程的造价管理来说,较为成熟的作法几乎无处可寻。本文在全面分析、研究当前财政性资金修缮工程普遍存在的造价管理问题的基础上,借鉴国内新建工程较为成熟的造价管理方式,对现行造价管理方式提出改进建议,以提高财政性资金修缮工程造价管理水平,使修缮财政预算得到最优化的利用,让有限的修缮资金发挥出最大的经济效益,减少因管理不当带来的不必要经济损失,促进我国财政性资金修缮工程造价管理的科学化、标准化和模式化。
After years of exploration and practice, the whole process cost management for all kinds of new construction projects has become more and more mature, but a mature practice for cost management of government-funded renovation project is almost nowhere to be found . Based on the comprehensive analysis and study of the prevalent problems about cost management of government-funded renovation project, and learning from the mature modes of cost management of do?mestic new construction projects, the paper puts forward some suggestions for the improvements of current cost management modes, in order to improve the level of cost management of government-funded renovation projects, optimize the us?age of government funds for renovation project, let the limited government funds play the biggest role of economic bene?fits, reduce unnecessary economic loss due to mismanagement, and promote the scientification, standarization and pat?ternization of government-funded renovation projects' cost management.
