摘要
尽管政府高度重视农村户用沼气推广工作,但我国农村贫困地区的沼气普及率仍然非常低。通过对湖南省5个国家级贫困县450户农户的调查,采用Logit模型实证研究影响贫困农户采纳沼气技术的决策因素。研究表明:户主受教育程度、沼气有用性认知、沼气易用性认知、畜禽养殖规模、家庭纯收入、主要生活用能类别、实际获得沼气池建设补贴额等因素对采纳决策有显著的正相关关系;耕地面积等因素对采纳决策有显著的负相关关系。为此,在短期内,要发挥沼气服务网点的平台作用,加大贫困地区生态农业技术和现代生活方式等方面的宣传教育;长期来看,要持续做好扶贫工作,多渠道提高农民家庭收入。另外,要建立补贴标准与建材物价、劳动力工资的同增长机制,提高中西部地区尤其是贫困农村地区的补贴力度。
Although the government attaches great importance to the rural household biogas promotion,rural biogas penetration in the poor areas in China is still very low.This paper discusses the factors affecting farmers' adoption decision of the biogas technology,using the Logit model based on the survey on 450 farmer households survey in 5state-level poverty-stricken counties in Hunan province.The results show that,biogas technology adoption decision is positively correlated with variables as the education level of the householders,the perception of the biogas' usefulness,the cognition of the biogas' usability,livestock breeding scale,net income of the family,mainly energy categories used in daily life,actual amount of subsidies received for biogas pool construction;while the adoption decision is negatively correlated with variable as Area of farmers' cultivated land.In the short term,the propagation and education of modern agriculture technology and modern lifestyle in poor rural areas should be strengthen by the biogas service networks;in the long run,poverty alleviation should continue to do and raise farmers' family income with multi-channel.In addition,it is necessary to establish a mechanism in which subsidy standard grows with building material price and labor wage,so as to raise the subsidy level in the Midwest areas especially in rural poor areas.
