摘要
海警部队转隶武警部队后,力量体系建设和海上维权执法实践都比往任何时候迫切需要理论创新的引领和指导,而系统筹划,融入武警军事理论体系,成就海上维权执法理论独特性;从战略全局求引领,成就海上维权执法制胜机理;用联合理念求规律认知,成就联合维权执法理论体系;以深度军民融合求创新,成就军民共赢的海上维权执法融合理论应成为重点关注的创新方向。
After the subordination of China Coast Guard to the People's Armed Police,the theoretical innovation which is adapted to guide and instruct the construction of force system and the practice of rights safeguarding and law enforcement becomes more urgent than ever.Under this circumstance,the following four aspects of the theoretical innovation should be focused on:Planning systematically and bringing the innovative theories into the system of PAP military theories,thus creating the theoretical uniqueness of the rights safeguarding and law enforcement;Seeking the guidance by the overall strategic situation,thus creating the winning mechanism of the rights safeguarding and law enforcement;Using the joint operation concepts to explore the regularity,thus creating the theoretical system of joint rights safeguarding and law enforcement;Questing for innovation by means of deep civil-military integration,thus creating a"win-win"integrative theory of the rights safeguarding and law enforcement.
